16. Before refusing to issue a permit to a person or before suspending or cancelling a permit issued to a person, the president shall notify the person in writing as prescribed by section 5 of the Act respecting administrative justice (chapter J-3) and allow him at least 10 days to present observations.

16. The president, before refusing to issue a permit to a person or before suspending or cancelling the permit he has issued to him, must give that person an opportunity to be heard. The deposition of every person heard on that occasion must be taken down by stenography or stenotype or recorded by any other method authorized by the Government.
